IDF-Funded Manufacturer Starts Serial Production of Trailer Axle Assemblies in Tatarstan

NPO Rostar has launched the serial production of import substituting axle assemblies for trailers in Naberezhnye Chelny. The facility will manufacture 9 ton capacity axle units equipped with air suspension and disc brake systems.

The project represents a total investment of 255 million rubles, backed by joint financing from the Investment and Venture Fund of the Republic of Tatarstan (IVF RT) and the federal Industrial Development Fund (IDF). The federal IDF provided 180 million rubles of the total under the co - funded "Components" program, which targets the localized production of critical industrial parts.

According to NPO Rostar CEO Sergey Klyuchnikov, the low-interest loan accelerates automation and assembly line integration, driving up localization rates across domestic automotive manufacturing.

Upon reaching full operational capacity, the plant will produce up to 8,700 units annually. Rostar's current localization rate stands at 73%, with plans to reach 80% by the second quarter of 2026. Supply pipelines are already secured for major manufacturers, including Sotrans Mechanical Plant, Gut Trailer, and the Tuymazy Concrete Mixer Truck Plant.

Serving as Tatarstan's regional development fund since 2016, IVF RT operates a "single-window" system for local enterprises, offering preferential financing at a flat 3% annual interest rate.

Beyond the "Components" initiative, IVF RT co-finances projects alongside the federal IDF across several strategic tracks:

● Development Projects: Manufacturing competitive, strategically critical products.

● Labor Productivity: Deploying operational efficiency and process optimization metrics.

● Timber Industry Projects: Financing advanced woodworking equipment procurement.

By the close of 2025, IVF RT ranked among Russia’s top regional funds in both the volume and quantity of backed initiatives. The fund's active portfolio comprises 28 fully funded projects across the automotive, electrical equipment, chemical, and healthcare sectors.
