The Investment and Venture Fund of the Republic of Tatarstan (IVF RT) and Strarion Advisory Pvt Ltd (Malaysia) have signed a Letter of Intent (LoI) designed to accelerate international investment cooperation and anchor a cross - border capital corridor spanning Russia, Central Asia, the UAE, and the ASEAN region.

The agreement establishes a framework for institutional collaboration across cross-border investments, international corporate governance, strategic business scaling, and Shariah-compliant financing.

Under the terms of this partnership, the parties plan to execute across several core verticals:

● Market Entry Support: Developing robust support mechanisms and soft-landing frameworks for technology companies scaling into foreign jurisdictions.

● Foreign Direct Investment (FDI): Facilitating the inflow of international private and institutional capital.

● Investment Readiness: Enhancing the investment attractiveness and valuation metrics of pipeline projects.

● Islamic Finance Integration: Deploying structured Islamic finance instruments aligned with international corporate governance standards and global financial regulatory frameworks.

A primary strategic focus will be directed toward deepening relationships with sovereign wealth funds, institutional investors, and tier-one financial institutions across Southeast Asia and the Middle East. Additionally, the partnership mandates the joint hosting of expert masterclasses, participation in premier international business forums, and the execution of training initiatives designed to prepare mid market enterprises for global scaling and engagement with global asset managers.
